L’articolo del chiarissimo prof. Marco Mayer (“Sull’aiuto all’Ucraina la ‘dezinformatsiya’ russa fa breccia in Italia” pubblicato da ilRiformista il 17 Maggio 2024) che qui mi pregio di condividere è, al pari di quello a firma di Marco Battiato in esso citato (“Disinformazione e fake news una sfida per la democrazia europea e non solo” pubblicato su ilRiformista del 20 Dicembre 2023), un giusto, oltre che doveroso, grido d’allarme che, purtroppo, non credo possa tradursi in tempi utili in una efficace reazione, in primo luogo politica, all’attuale stato di cose.
I motivi per cui affermo ciò affondano le proprie radici profonde negli errori strutturali del sistema politico occidentale, che ha abdicato da troppo tempo al proprio ruolo; ruolo essenziale di mediazione che in una società liberale, come ha giustamente sottolineato von Hayek, ha (o per meglio dire dovrebbe avere) come suo precipuo scopo l’appianamento dei contenziosi generati dalle talvolta confliggenti, seppur legittime, aspirazioni delle diverse parti sociali: tanto per evitare che le istanze dell’una –e quindi gli interessi di questa – prevalgano su quelle di tutte le altre.
Le conseguenze prime, di questo vero e proprio tradimento dei principi ispiratori del liberalismo, le abbiamo viste prendere forma e corpo in Europa già sul finire della Seconda Guerra Mondiale, a causa di una poco lungimirante leadership statunitense che, per egoistici interessi geostrategici, poco incline ad accogliere i giusti rilievi e le critiche della scuola Keynesiana, si è fatta promotrice :
- in prima battuta della nascita di un nuovo feudalesimo culturale, economico e militare con la promozione degli accordi di Bretton Woods, nonché di una unificazione dell’Europa ad esclusivo uso e consumo di Washington sotto l’egida della NATO;
- in seconda battuta, dopo il 1971, della nascita di una Europa Unita esclusivamente bancaria e monetaria, che nulla aveva a che vedere con lo spirito di Konrad Adenauer e di Alcide De Gasperi: tutto con la riaffermazione di un primato americano, messo in crisi dalla pessima gestione di quegli anni, sul piano internazionale, del pur giusto contenzioso con quell’Unione Sovietica e quella Repubblica Popolare Cinese le cui illiberalità sono state, purtroppo, il pretesto per veicolare una narrativa made in USA, questa volta, non meno mendace di quella della Federazione Russa e della PRC odierne. Una narrativa che ha spacciato sistematicamente, per anni ed anni, per lotta in nome della difesa della libertà guerre ed ingerenze politiche in Paesi sovrani rei di non voler accettare il neocolonialismo a Stelle e Striscie (si veda a tale proposito quanto ad opera della CIA avvenne nel Cile di Salvador Allende, una CIA agente, di fatto, su mandato delle multinazionali statunitensi del rame, ovvero in tempi recenti la Guerra in Iraq motivata veicolando un mare di bugie): per non parlare della sistematica manipolazione di massa che, con il supporto di Cambridge Analytica, l’uomo di Washington a Downing Street ha posto in essere quale strategia per giungere ad una Brexit caldeggiata dalla White House per muovere un vero e proprio attacco al mutato corso autonomista europeo promosso da Berlino e da Parigi.
La fine della Guerra Fredda e la mancata rivisitazione di quanto ha preceduto viene, letta fin troppo ingenuamente, da Washington come il trionfo su tutto e tutti, il che non ha fatto altro che peggiorare le cose con il via libera dato alla Globalizzazione.
Quella globalizzazione che, nonostante la narrativa ufficiale l’abbia spacciata perfino per il frutto di valorialità ispirate al multiculturalismo, è stata solo il frutto di un processo meramente economico fortemente voluto dai grossi comparti produttivi occidentali per il quale mercati, produzioni, consumi e anche modi di vivere e di pensare sono stati connessi su scala planetaria, grazie ad un continuo flusso di scambi che li ha resi a vario titolo interdipendenti per promuoverne l’unificazione al solo scopo di massimizzare i profitti grazie anche all’abbattimento dei costi di produzione–e ben poco per promuovere una crescita più equa dei diversi Paesi ed aree geografiche allo scopo precipuo di evitare, con lungimiranza, che dalle eccessive disparità di sviluppo prendessero forma nuove e ben più gravide di conseguenze conflittualità.
Una Globalizzazione che si è resa oltremodo responsabile, per oltre un ventennio, di un nuovo e più raffinato colonialismo che, a causa delle logiche programmatiche e delle relative scale temporali tipiche della pianificazione di qualsivoglia comparto industriale, con il perseguimento dello sfruttamento della manodopera dei paesi sede delle delocalizzazioni produttive ha stupidamente esportato, quantunque involontariamente, pure tutto quel know how che ora viene usato contro l’Occidente anche sul terreno –ed è qui che viene il… ‘bello’, si fa per dire– della comunicazione e dei relativi strumenti, nonché della digitalizzazione ed informatizzazione del comparto.
Un terreno, quest’ultimo, popolato di strumenti quali, ad esempio, i social networks, che i Paesi non occidentali coinvolti nel processo di omologazione hanno imparato a conoscere, veder impiegati e, quel che è paggio per l’Occidente, resi a loro resi accessibili grazie allo sdoganamento della loro immagine e possibilità di accesso (vedi il caso TikTok) che hanno preso a sfruttare a proprio vantaggio restituendo con gli interessi ciò di cui sono stati fatti oggetto: la propaganda e la manipolazione capillare.
Grazie a tutta questa immane teoria di errori concettuali e strategici l’essere cinese, russo, ma pure indiano, brasiliano, sudafricano … non è stato più un qualcosa da impiegare, come in passato, come un fattore di discrimine in negativo nell’immaginario collettivo occidentale, bensì sinonimo di modello culturale alternativo di successo, di capacità imprenditoriale, di rapidità di sviluppo, di efficienza, di capacità di impegno e continuità di azione: tutti fattori entrati a far parte di un certo immaginario collettivo che ad un certo punto gli establishment di quei Paesi hanno preso a sfruttare per porre in essere e portare avanti un vero e proprio attacco scatenando la Guerra Cognitiva di cui la prima vittima siamo proprio noi occidentali e solo noi in virtù del fatto che i Governi di Paesi come la Federazione Russa e la Cina esercitano una azione di controllo e censura che noi non conosciamo ed il cui controbilanciamento qui viene percepito come una conferma della stigmatizzazione di cui le nostre leadership sono fatte oggetto prescindendo dalla veridicità o meno dei contenuti oggetto di propaganda.
Per somma la capillarità dell’attacco mosso all’Occidente può essere ancora meglio apprezzata osservando come lo stesso sia attualmente condotto assoldando perfino analisti ed opinionisti di pregio ampiamente accreditati in Occidente cui è dato libero accesso, è questo il caso ad esempio della Cina, ai propri canali ufficiali di informazione dove esprimono le loro sperticate lodi alla politica, alle scelte ed alla narrativa ufficiale dell’establishment locale che acquistano in tal modo maggiore forza, peso, significatività ed impatto proprio in virtù del loro essere espresse da Occidentali acclamati ed oltremodo accreditati in patria: un qualcosa che contribuisce ad impermeabilizzare non poco il cittadino, nella fattispecie cinese, alle narrative di segno contrario a vario titolo e con varie modalità provenienti dall’esterno, ovvero generate da dissidenti locali.
Di non poca responsabilità, per il prodursi di questo stato di cose, deve farsi carico anche l’intero sistema educativo occidentale che ha finito per diventare, fin troppo spesso ed in maniera crescente, una fucina di quelli che Toraldo di Francia, oltre 50 anni fa, definiva i “dotti ignoranti”.
“Dotti ignoranti” che, da un certo punto in poi, sono diventati essi stessi i generatori inconsapevoli a ciclo continuo della vasta pletora degli “analfabeti funzionali” attuali che in un Paese come l’Italia percentualmente rappresentano -con riferimento alla fascia di età 16-65 anni– il 70% del totale.
E dico il 70% in quanto, contrariamente a quanto riportato dalla narrativa ufficiale (Pisacane – OCSE 2019) che dichiara –per quello che riguarda l’Italia– un tutto sommato ‘contenuto’ 28%, in un contesto che tende ad assumere le caratteristiche tipiche di una società basata sulla massiccia introduzione della AI, ancora ci si erroneamente si ostina a qualificare come analfabeti funzionali coloro che non superano il 2° livello cognitivo, quando in realtà si dovrebbe prendere in esame come livello di riferimento il mancato superamento del 3°.
Ora, in un contesto caratterizzato dalla diffusione di un tale infimo grado di capacità analitico–deduttive anche tra coloro che dovrebbero rappresentare quella che un tempo era definita l’intellighenzia di un Paese, non è dato al momento capire quali contromisure sia possibile adottare anche a causa del fatto che la classe politica che in Occidente si trova alla guida dei vari Paesi ben rappresenta un elettorato oltremodo inadeguato ad esprimere un voto consapevole in quanto facile preda di tutto ciò che qui va a fare leva sui bias, o biais cognitivi del singolo cittadino o gruppo.
Come noto i bias cognitivi sono costrutti fondati, al di fuori del giudizio critico, su percezioni errate o deformate, su pregiudizi e ideologie; utilizzati spesso per prendere decisioni in fretta e senza fatica. Si tratta, il più delle volte di errori cognitivi che impattano nella vita di tutti i giorni, non solo su decisioni e comportamenti, ma anche sui processi di pensiero che vengono utilizzati per esprimere dei giudizi che alla lunga diventano pregiudizi perfino su cose mai viste o di cui non si è mai avuta esperienza.
In altri termini scorciatoie comode e rapide estrapolate dalla realtà che portano a veloci conclusioni caratterizzate da un elevatissimo grado di inefficacia costituendosi come pregiudizi astratti che non si generano su dati reali, ma si acquisiscono a priori senza critica o giudizio.
Per somma anni ed anni di malcostume politico, di mancate risposte alle istanze dei cittadini, di sospette secretazioni di documenti, di sistematica destabilizzante demolizione di ogni valorialità pregressa senza che a questo si sia stati in grado di sostituire un qualcosa di diverso dal “politically correct” ad ogni costo, di dibattiti post ideologici sul nulla, di svilimento del merito e di esaltazione della mero culto dell’apparenza, meglio se avulsa da ogni forma di pregio e buon gusto come imposto dai canoni correnti che privilegiano la ricerca della popolarità a mezzo “like”, hanno indebolito l’intera società Occiedentale che, a cominciare da quella statunitense, rischia di implodere da un momento all’altro sotto il peso delle proprie contraddizioni ed inefficienze, come del resto pressoché l’intero Occidente.
Purtroppo verrebbe da dire “chi la fa, l’aspetti”: lo stupore per quanto sta accadendo oggi è di fatto una diretta conseguenza di un bias cognitivo che affligge da decenni gli establishments occidentali che sono attualmente vittime della errata percezione di una autoreferenziale superiorità cognitiva, salvo doversi accorgere di essersi sistematicamente autoingannati.
Tanto per sollecitare una doverosa, scevra da qualsivoglia partigianeria politica, riflessione a margine della quale vorrei richiamare l’attenzione sul significato del recente proliferare di scritte antisemite sui muri delle nostre città invitando ad una rilettura di un articolo pubblicato pochi giorni fa sul Nuovo Giornale Nazionale con il non poco, a mio avviso, significativo titolo “Chi vuole un nuovo antisemitismo?”, giusto per evidenziare un certo tipo di rischi in un caso specifico in questi giorni sotto gli occhi di tutti.

RUSSIAN DEZIFORMATSIYA (but not only): A SHOUT OF ALARM FROM PROF. MARCO MAYER
The article by the very clear Prof. Marco Mayer (“On aid to Ukraine, Russian ‘dezinformatsiya’ breaks through in Italy” published by ilRiformista on May 17, 2024)
that I have the honour to share here is, like the one signed by Marco Battiato quoted therein (“Disinformation and fake news a challenge for European democracy and beyond” published in ilRiformista on December 20, 2023), a just, as well as a dutiful, cry of alarm that, unfortunately, I do not believe can be translated in time into an effective reaction, primarily political, to the current state of affairs.
The reasons why I affirm this are deeply rooted in the structural errors of the Western political system, which has for too long abdicated its role, that essential role of mediation that in a liberal society, as von Hayek rightly pointed out, has (or rather should have) as its main purpose the smoothing out of disputes generated by the sometimes conflicting, albeit legitimate, aspirations of the different social parties: so much so that the demands of one -and therefore the interests of the other- do not prevail over those of all the others.
The first consequences of this outright betrayal of the inspiring principles of liberalism we saw taking shape and form in Europe as early as the end of World War II due to a short-sighted U.S. leadership which, out of selfish geostrategic interests, unwilling to accept the just remarks and criticisms of the Keynesian school, promoted :
1. in the first instance of the emergence of a new cultural, economic and military feudalism with the promotion of the Bretton Woods agreements, as well as a unification of Europe for the exclusive use and consumption of Washington under the aegis of NATO and,
2. secondly, after 1971, of the birth of an exclusively banking and monetary United Europe, which had nothing to do with the spirit of Konrad Adenauer and Alcide De Gasperi and everything to do with the reaffirmation of an American primacy undermined by the bad management of those years, on the international level, of the albeit just dispute with that Soviet Union and the People’s Republic of China whose illiberalities have, unfortunately, been the pretext for conveying a made-in-the-USA narrative, this time, no less mendacious than that of the Russian Federation and the PRC today. A narrative that has systematically, for years and years, passed off as a struggle in the name of defending freedom wars and political interference in sovereign countries guilty of not wanting to accept Stars and Stripes neocolonialism (see in this regard what by the CIA took place in Salvador Allende’s Chile, a CIA agent, in fact, at the behest of U.S. multinational copper companies, or in recent times the Iraq War motivated by conveying a sea of lies: not to mention the systematic mass manipulation that with the support of Cambridge Analytica Washington’s man in Downing Street has put in place as a strategy to achieve a Brexit advocated by the White House to launch a real attack on the changed European autonomist course promoted by Berlin and Paris.
The end of the Cold War, and the failure to revisit what preceded it, an end of the Cold War read all too naively by Washington as a triumph over everything and everyone, has only made matters worse with the green light given to Globalization.
That globalization which, despite the official narrative even passed it off as the fruit of values inspired by multiculturalism, was merely the fruit of a purely economic process strongly desired by large Western productive sectors for which markets, production, consumption and even ways of living and thinking were connected on a planetary scale, through a continuous flow of trade that made them variously interdependent in order to promote their unification for the sole purpose of maximizing profits thanks in part to lower production costs-and very little to promote more equitable growth of different countries and geographic areas for the primary purpose of foresightedly preventing new and far more pregnant with consequences conflicts from taking shape from the excessive disparities in development.
A Globalization that has been more than responsible, for more than two decades, for a new and more refined colonialism that, due to the programmatic logics and related time scales typical of the planning of any industrial sector, with the pursuit of the exploitation of the labor force of the countries where the production relocations are located, has stupidly exported, albeit unintentionally, even all that know-how that is now being used against the West also on the ground-and here comes the… ‘nice’, so to speak- of communication and related tools, as well as the digitization and computerization of the sector.
A terrain, the latter, populated with tools such as, for example, social networks, which non-Western countries involved in the process of homogenization have learned to know, to see employed and, what is page for the West, made accessible to them thanks to the clearance of their image and possibility of access (see the TikTok case) which they have taken to exploit to their own advantage returning with interest what they have been made the object of: propaganda and capillary manipulation.
Thanks to this whole immense theory of conceptual and strategic errors, being Chinese, Russian, but also Indian, Brazilian, South African … has no longer been something to be employed, as in the past, as a negative discriminating factor in the Western collective imagination, but rather synonymous with an alternative cultural model of success, entrepreneurial ability, speed of development, efficiency, capacity for commitment and continuity of action: all factors that have become part of a certain collective imagination that at some point the establishments of those countries have taken to exploiting in order to put in place and carry out a real attack by unleashing the Cognitive Warfare of which the first victim is precisely us Westerners and only us by virtue of the fact that the Governments of countries such as the Russian Federation and China exercise an action of control and censorship that we are unaware of and whose counterbalance here is perceived as a confirmation of the stigmatization to which our leaderships are subjected regardless of the truthfulness or otherwise of the content being propagandized.
In sum, the ubiquity of the attack waged on the West can be even better appreciated by observing how the same is currently conducted by hiring even reputable analysts and opinion-makers widely accredited in the West who are given free access, this is the case, for example, of China to their own official news channels where they express their rave praise of the local establishment’s policies, choices and official narratives, which thereby gain greater force, weight, significance and impact precisely by virtue of their being expressed by acclaimed and over-acclaimed Westerners at home: something that contributes to imperviousness in no small measure of the citizenry, in this case the Chinese, to narratives to the contrary in various ways and in various ways coming from outside, that is, generated by local dissidents.
Not a small responsibility for the production of this state of affairs must also be borne by the entire Western educational system, which has ended up becoming, all too often and increasingly, a hotbed of what Toraldo of France, more than 50 years ago, called the “learned ignoramuses.”
“Ignorant scholars” who, from a certain point onward, have themselves become the unwitting generators on a continuous cycle of the vast plethora of current ‘functional illiterates’ who, in a country like Italy, percentage-wise represent -with reference to the 16-65 age group- 70% of the total.
And I say 70% because, contrary to what is reported in the official narrative (Pisacane – OECD 2019) which declares -as far as Italy is concerned- an all in all ‘contained’ 28%, in a context that tends to assume the typical characteristics of a society based on the massive introduction of AI, we still erroneously insist on qualifying as functional illiterates those who do not pass the 2nd cognitive level, when in reality we should take into consideration as a reference level the failure to pass the 3rd.
Now, in a context characterized by the spread of such a low degree of analytical-deductive skills even among those who should represent what was once defined as the intelligentsia of a country, it is not given at the moment to understand what countermeasures can be taken also due to the fact that the political class that in the West is at the helm of the various countries well represents an electorate that is exceedingly inadequate to express an informed vote as easy prey to everything that here goes to leverage the bias, or cognitive biais of the individual citizen or group.
As is well known, cognitive biases are constructs based, outside of critical judgment, on misperceptions or distorted perceptions, biases and ideologies; often used to make decisions quickly and effortlessly. These are, more often than not, cognitive errors that impact everyday life, not only on decisions and behaviors, but also on thought processes that are used to make judgments that in the long run become prejudices even about things never seen or experienced.
In other words, convenient and quick shortcuts extrapolated from reality that lead to quick conclusions characterized by a very high degree of ineffectiveness constituting themselves as abstract biases that are not generated on real data, but are acquired a priori without criticism or judgment.
To sum up, years and years of political malpractice, of failure to respond to citizens’ demands, of suspicious secrecy of documents, of systematic destabilizing demolition of any prior values without being able to replace this with anything other than “political correctness” at any cost, of post-ideological debates about nothing, of debasement of merit and exaltation of the mere cult of appearance, preferably divorced from any form of merit and good taste as imposed by current canons that privilege the pursuit of popularity by “like,” have weakened the entire Occiedental society, which, beginning with that of the United States, is in danger of imploding at any moment under the weight of its own contradictions and inefficiencies, as is, moreover, almost the entire West.
Unfortunately, one would be inclined to say “what goes around, comes around”: the astonishment at what is happening today is in fact a direct consequence of a cognitive bias that has been afflicting Western establishments for decades who are currently victims of the misperception of a self-referential cognitive superiority, only to have to realize that they have systematically self-deceived.
Just to solicit a dutiful, unencumbered by any political partisanship, reflection on the sidelines of which I would like to draw attention to the significance of the recent proliferation of anti-Semitic writings on the walls of our cities by inviting a re-reading of an article published a few days ago in the New National Newspaper with the not insignificant, in my opinion, title “Who wants a new anti-Semitism?“, just to highlight a certain kind of risks in a specific case these days under everyone’s eyes.
