Uno dei temi più in voga in questi anni è quello riguardante le già menzionate interferenze delle Potenze Straniere nella politica continentale europea e perfino in quella Nordamericana. Se per un verso questo è vero e, come tale, meritorio di una attenta disamina, è parimenti vero ed oltremodo preoccupante che il sistematico bollare ogni critica mossa alla E.U. ed agli Stati Uniti come frutto di una macchinazione politica straniera, tipicamente russo–cinese, torna molto a chi proprio a chi in Occidente vuole promuovere un ritorno alla censura spacciandola come misura di autodifesa adottata in nome e per conto dei Popoli Occidentali per preservarne la libertà ed i valori.
Di questo e di molte altre cose ancora hanno parlato Joshua Rahtz e Anne Zetsche, (forti –rispettivamente– il primo forte di un PhD in storia presso l’UCLA ed attualmente impegnatocome redattore e traduttore in Germania; e la seconda forte di un PhD in storia presso la Northumbria University, ricercatrice e autrice indipendente, dal Settembre 2021 membro del Consiglio Comunale di Berlino Charlottenburg-Wilmersdorf per DIE LINKE) nel loro “Rhetoric and reality of disinformation in the European Union” nel quale è possibile leggere quanto segue:
“Nel 2020, il Parlamento europeo ha istituito una commissione speciale sulle interferenze straniere in tutti i processi democratici dell’Unione Europea, compresa la disinformazione (INGE). La creazione della commissione ha confermato l’arrivo nel mainstream politico europeo della narrativa delle “interferenze straniere”, che negli ultimi sei anni ha guadagnato terreno nelle istituzioni politiche e giornalistiche europee e americane. L’esperienza maturata negli ultimi mesi in seno a questa commissione speciale ci dice che il suo lavoro è diretto a rafforzare la narrativa dell'”interferenza straniera” e prevediamo che la sua relazione finale, prevista per il 2022, segnerà l’approvazione da parte dei principali gruppi politici europei degli elementi essenziali di questa narrativa.
L'”interferenza straniera” è una narrazione del vittimismo europeo incolpevole per mano di avversari stranieri maligni che, muovendosi nell’ombra, sono riusciti a interferire e a sovvertire la democrazia europea. I principali antagonisti della narrativa sulle “interferenze straniere” sono la Russia e la Cina. I principali metodi di questa presunta interferenza non sono convenzionali: piuttosto che usare agenti segreti o armi ordinarie, si ritiene che gli avversari stranieri propaghino informazioni calcolate per seminare divisioni estranee nella società europea, minare la fiducia dei cittadini nelle istituzioni europee e alterare i risultati delle elezioni democratiche.
In virtù dei suoi valori aperti e democratici e del suo rispetto per la libertà di espressione, l’Europa viene presentata come particolarmente vulnerabile a interferenze di questo tipo. L'”interferenza straniera” è stata di conseguenza intesa come una nuova forma esotica di guerra, in cui le informazioni, le idee e le argomentazioni che circolano nella sfera pubblica – soprattutto quelle che sfidano le narrazioni politiche mainstream – non sono più semplice moneta corrente nel mercato delle idee, ma potenziali minacce alla sicurezza nazionale, e devono quindi essere trattate con sospetto e, se necessario, limitate”.
Ora, se è oltremodo evidente che qualora queste osservazioni dovessero rivelarsi vere il summenzionato modus operandi delle Cancellerie Occidentali sarebbe esso stesso una minaccia alla libertà ed alla democrazia, è parimenti vero che, in assenza di qualsivoglia conferma di queste affermazioni basata su dati ed informazioni oggettive, proprio un testo come quello testé menzionato, sarebbe di fatto un alquanto raffinato strumento di guerra concepito ad arte da chi si è dato come proprio principale obiettivo quello di interferire pesantemente nella vita è nella politica dei Paesi Europei e degli Stati Uniti.
Da tale considerazione discende che la risposta più sbagliata a notizie come queste sarebbe la supina acritica accettazione di dette informazioni: in altri termini il dato più importante emergente è quello riguardante il fatto che ogni affermazione, ogni notizia, ogni lettura degli eventi caratterizzanti questa nostra epoca andrebbe verificata puntualmente di volta in volta e MAI ACCETTATA ACRITICAMENTE IN ASSENZA DI DOCUMENTI OGGETTIVI CHE LA COMPROVANO E, COMUNQUE, SEMPRE “FINO A PROVA CONTRARIA”.
In questo senso il livello altissimo del tasso di analfabetismo funzionale presente in Occidente, l’eccessiva patente di dignità di “legittima opinione” ascritta ope legis a qualsivoglia dichiarazione prescindendo dalle conoscenze, competenze e cultura di chi le rilascia avvalendosi di una fraintesa libertà di parola avulsa dal dovere di studiare e costantemente impegnarsi per farlo nell’interesse del bene comune (e non solo per raccattare a tutti i costi i fatidici like e la popolarità che il loro numero conferisce a chi solo per questo da costantemente aria alla bocca), fa sì che in un contesto internazionale dove vi sono Paesi in cui le scuole e le università conferiscono titoli di studio veri e non pezzi di carta straccia come da noi – e dove per somma vi è un controllo minuzioso e capillare di tutto quanto veicolato dalla stampa e, soprattutto dai social media (vedi appunto ciò che accade i Paesi come la Repubblica Popolare Cinese e la Federazione Russa), l’Occidente tutto sia quello più esposto ai rischi della Guerra Cognitiva in atto, promossa tanto dai nemici esterni quanto da quelli interni.
In questo senso il degrado culturale che è stato palese perseguito e promosso dalle leadership Occidentali, a vario titolo ognuna nel proprio Oaese, per meri fini manipolativi della pubblica opinione al fine di farne uno strumento utile alla affermazione del proprio potere, in un contesto globalizzato come quello attuale ha finito per mutarsi in un boomerang alquanto pericoloso che rende oltremodo attuali le profetiche parole del pensatore ultraconservatore svizzero che il 12 Giugno 1871, nel suo pressoché introvabile “Frammenti di diario intimo”, scrisse:
“Le masse saranno sempre al di sotto della media. La maggiore età si abbasserà, la barriera del sesso cadrà, e la democrazia arriverà all’assurdo rimettendo la decisione intorno alle cose più grandi ai più incapaci. Sarà la punizione del suo principio astratto dell’Uguaglianza, che dispensa l’ignorante d’istruirsi, l’imbecille di giudicarsi, il bambino di essere uomo e il delinquente di correggersi.
Il diritto pubblico fondato sull’uguaglianza andrà in pezzi a causa delle sue conseguenze. Perché non riconosce la disuguaglianza di valore, di merito, di esperienza, cioè la fatica individuale: culminerà nel trionfo della feccia e dell’appiattimento. L’adorazione delle apparenze si paga”.
Lungi da me una lettura apologetica acritica di un concetto e di una visione delle cose le cui premesse culturali e politiche del testo erano quelle di un ultra-conservatore aggressivo, di un reazionario, dove la dialettica liberalismo-socialismo, storicamente prematura, era del tutto assente —e parimenti lungi da me l’appoggiare acriticamente la sua strenua opposizione ad ogni ricerca di eguaglianza nata dall’albero, quantunque frainteso, delle rivoluzioni democratiche d’America e d’Europa, così come ad processo politico e sociale che da oltre un secolo batteva la società occidentale e le sue coscienze—, non posso esimermi dal notare come l’opposizione che un certo pensiero di matrice socialista e comunista che ha imperversato per decenni in tutto l’Occidente ha finito per distruggere tutto ciò che era per sostituire il nulla politico che abbiamo sotto gli occhi tanto in Italia, quanto negli Stati Uniti, come pure nel Regno Unito, in Francia, in Germania e chi più ne ha più ne metta, come ci si può facilmente rendere conto (a patto di avere gli strumenti per farlo) osservando tutto quanto sta facendo da contorno, populisticamente parlando, alle Proxy Wars in Ucraina ed in Medioriente.
Chi a questo ancora guarda, in Occidente, desumendo solo che la partita fra destra e sinistra, fra conservazione e progresso, è tutt’altro che chiusa e non lo è su tante questioni cercando di mantenere il tutto in corsa inventando nuovi slogan e nuove mode come quelle Green, quelle incentrate sulla fluidità e la inconsistenza di tutto, dimostra solo di non aver capito nulla di quanto realmente accaduto, al punto di rifarsi ed ancora riproporre a vecchi concetti e vecchi pregiudizi ideologici che dai tempi della Guerra Fredda ancora imperversano acriticamente nel lessico e nella sostanza di molte delle politiche ancora in voga tanto in Occidente quanto in Russia e nella Cina di Xi Jinping.
E la cosa è tanto più preoccupante in quanto pare proprio che nessuno si sia reso ancora conto del fatto che quella in cui viviamo è una guerra intestina al liberalismo, morto e sepolto che è il Comunusmo come pure il suo alter ego Nazionalismo di stampo vetero–Nazifascista.
La modernità aveva promesso un criterio di selezione capace di enucleare un’aristocrazia, cui affidare la funzione di controllo dei processi sociali più delicati, dove è necessario un intervento di indirizzo e/o promozione da parte dei poteri pubblici. Purtroppo in Italia dagli anni Ottanta in poi tale criterio è mancato del tutto e ci siamo ritrovati con i Silvio Berluscono ed i Matteo Renzi per finire con i Salvini, Di Maio, ed oggi con le Schlein e la Premier Meloni. Tanto per non parlare delle von der Leyen di turno in sede E.U., nonché, con l’occhio attento ai Paesi anglosassoni, con le falle atroci dei Boris Johnson, dei Biden e dei Trump di turno.
DISINFORMATION: BETWEEN MYTH AND REALITY
One of the topics most in vogue in recent years is that concerning the aforementioned interference of Foreign Powers in European and even North American continental politics. While on the one hand this is true and, as such, deserving of careful scrutiny, it is equally true and exceedingly worrying that the systematic branding of every criticism levelled at the U.E. and the U.S. as the result of a foreign political machination, typically Russian-Chinese, comes in very handy precisely for those in the West who want to promote a return to censorship by passing it off as a measure of self-defense adopted in the name and on behalf of the Western Peoples to preserve their freedom and values.
Joshua Rahtz and Anne Zetsche, (strong -respectively- the former with a PhD in history from UCLA and currently working as an editor and translator in Germany; and the latter strong with a PhD in history from Northumbria University, an independent researcher and author, since September 2021 a member of the Berlin Charlottenburg-Wilmersdorf City Council for DIE LINKE) have spoken about this and many other things in their “Rhetoric and reality of disinformation in the European Union” in which one can read the following:
“In 2020, the European Parliament established a special committee on foreign interference in all democratic processes in the European Union, including disinformation (INGE). The creation of the commission confirmed the arrival in the European political mainstream of the “foreign interference” narrative, which has gained ground in European and American political and journalistic institutions over the past six years. The experience of the last few months in this special commission tells us that its work is directed at reinforcing the narrative of “foreign interference,” and we anticipate that its final report, due in 2022, will mark the endorsement by major European political groups of the essential elements of this narrative.
“Foreign interference” is a narrative of blameless European victimhood at the hands of malign foreign adversaries who, moving in the shadows, have succeeded in interfering with and subverting European democracy. The main antagonists of the “foreign interference” narrative are Russia and China. The main methods of this alleged interference are unconventional: rather than using secret agents or ordinary weapons, foreign adversaries are believed to propagate information calculated to sow foreign divisions in European society, undermine public trust in European institutions, and alter the results of democratic elections.
By virtue of its open and democratic values and its respect for freedom of expression, Europe is presented as particularly vulnerable to such interference. As a result, “foreign interference” has been understood as an exotic new form of warfare, in which information, ideas and arguments circulating in the public sphere-especially those that challenge mainstream political narratives-are no longer mere currency in the marketplace of ideas, but potential threats to national security, and must therefore be treated with suspicion and, if necessary, restricted.”
Now, if it is more than evident that should these observations turn out to be true, the above-mentioned modus operandi of the Western Chancelleries would itself be a threat to freedom and democracy, it is equally true that, in the absence of any confirmation of these assertions, confirmation based on objective data and information, precisely a text such as the one mentioned above, would in fact be a rather refined instrument of war conceived artfully by those who have set as their main objective that of heavily interfering in the life and politics of European countries and the United States.
From this consideration it follows that the most mistaken response to news such as these would be the supine uncritical acceptance of said information: in other words, the most important fact emerging is that concerning the fact that every assertion, every piece of news, every reading of the events characterizing this our epoch should be verified punctually as well as systematically from time to time and NEVER ACCEPTED ACRITICALLY IN THE ABSENCE OF OBJECTIVE DOCUMENTS WHICH PROVE IT AND, HOWEVER, ALWAYS RIGOROUSLY “UNTIL PROOF TO THE CONTRARY”.
In this sense, the very high level of functional illiteracy rate present in the West, the excessive license of dignity of “legitimate opinion” ascribed axiomatically, as well as ope legis, to any statement, regardless of the knowledge skills and culture of those who release them availing themselves of a misunderstood right to freedom of speech divorced from the sacrosanct duty to study and constantly strive to do so in the interest of the common good (and not only to collect at all costs the fateful likes and popularity that their number confers on those who only for this constantly give air to their mouths), makes it so that in an international context where there are countries where schools and universities issue real degrees and not pieces of scrap paper as we do – and where for sum there is a meticulous and capillary control of everything conveyed by the press and, above all, by social media (see precisely what happens in countries such as the People’s Republic of China and the Russian Federation), the whole West is the one most exposed to the risks of the Cognitive War in progress, promoted as much by external enemies as, let us not forget, by internal ones.
In this sense, the cultural degradation that has been blatantly and knowingly pursued and promoted by Western leaderships, in various capacities each in their own countries, for mere manipulative purposes of public opinion in order to make it a useful tool for the assertion and continuation of their own power as well as the lobbies of reference, in today’s globalized context, has ended up mutating into a rather dangerous boomerang that makes the prophetic words of the ultra-conservative Swiss thinker Henri-Frédéric Amiel, who on June 12, 1871, in his almost unobtainable “Fragments of an Intimate Diary,” wrote:
“The masses will always be below average. The age of majority will fall, the gender barrier will fall, and democracy will go to absurdity by putting the decision around the greatest things back to the most incompetent. It will be the punishment of its abstract principle of Equality, which dispenses the ignorant to educate himself, the imbecile to judge himself, the child to be a man and the delinquent to correct himself.
Public law based on equality will fall apart because of its consequences. Because it does not recognize inequality of value, of merit, of experience, that is, individual toil: it will culminate in the triumph of scum and flattening. The worship of appearances will pay off.”
Far be it from me to make an uncritical apologetic reading of a concept and a view of things whose cultural and political premises in the text were those of an aggressive ultra-conservative, a reactionary, where the historically premature liberalism-socialism dialectic was entirely absent-and likewise far be it from me to uncritically endorse his strenuous opposition to any quest for equality born from the tree, however misunderstood, of the pseudo democratic revolutions of America and Europe, as well as to political and social process that had been beating Western society and its consciences for more than a century-, I cannot refrain from noting how the opposition that a certain thought of socialist and communist origin promoted and that raged for decades throughout the West ended up destroying everything that was by fostering the progressive rise of the political nothingness that we have before our eyes as much in Italy how much in the United States, as well as in the United Kingdom, France, Germany and the like, as indeed one can easily realize (provided one has the tools to do so) by observing all that is footballing around the Proxy Wars in Ukraine and the Middle East.
Those who still look at all this, in the West I mean, only inferring that the game between right and left, between conservation and progress, is far from closed and is not closed on so many issues by trying to keep it all running by inventing new slogans and new fashions such as the Green ones, the ones centered on the fluidity and inconsistency of everything, it only shows that it has understood almost nothing of what really happened, to the point of rehashing and still re-proposing old concepts and old ideological prejudices that since the Cold War still rage uncritically in the lexicon and substance of many of the policies still in vogue in the West as much as in Putin’s Russian Federation and Xi Jinping’s China.
And it is all the more disturbing in that it really seems that no one has yet realized that what we are living in is an internecine war on liberalism, dead and buried Communism as well as its alter ego Nationalism of the old-Nazi-Fascist kind.
Modernity had promised a criterion of selection capable of enucleating an aristocracy, to be entrusted with the function of controlling the most delicate social processes, where there is a need for guiding and/or promoting intervention by public powers. Unfortunately, in Italy since the 1980s such a criterion has been completely lacking and we ended up with the Silvio Berluscono and Matteo Renzi to end up with the Salvini, Di Maio, and today with the Schlein and Premier Meloni. Not to mention the von der Leyen on duty in the U.E., as well as, with an eye on the Anglo-Saxon countries, with the heinous flaws of the Boris Johnson, Biden and Trump on duty.
